Prototype DevWorkspace as dependency for WTO and CRW

This is about prototyping DevWorkspace Operator as a dependency for WTO and CRW(Che).

In the scope of this issue it's needed to:

• prepare scripts to generate manifests where DWO is a dependency for WTO and CRW;
• prepare script to generate newer versions for DWO, CRW, WTO to test updating;
• Move web-terminal stuff out from DWO;

Prototyping is actually done.
DWO got OLM changes, WTO got changes to depend on DWO as olm dependency.
Polishing and figuring out answers to open questions should be done in dedicated issues:

• Productize DWO (devworkspace-controller) wrapped with its own operator + metadata & publish to RHEC https://issues.redhat.com/browse/CRW-1730
