Update sqljdbc archive handling #449

The source archives utilized by the sqljdbc package contain embedded characters that 7-zip is not able to deal with correctly.

Interim handling should be added to ensure that the contents extracted from the source archives is in expected directories.

Details on the upstream issue are captured against gh-448 and microsoft/mssql-jdbc/issues/1978.
