I've had some issues with tangents going crazy after a mesh is fractured. See attached video. The effect can be seen as soon as the big sphere is fractured. I'm posting a fix that works for me.
This is with standard "HDRP Lit" shader as well as a simple custom shader, using a material that has a normal map.
