Screed 1.0 Release

• There is a milestone for the Screed 1.0 release, do we want to add more issues?
  • All screed issues
• Need to be merged:
  • Fix operator comparison
  • Build improvements

Blockers (need discussion):

• screed.Record and khmer.Read attributes: they are inconsistent now, how similar should they be (and which one is the reference?) - See Check on screed's attributes #1484 (comment) and screed.Record(..., quality=None) should not set 'quality' #1468 (comment) for examples)
