Note for our future selves on how to handle this: when releasing both packages at once, setup branch deps in each repo to resolve the issue, install and test locally, then update deps to the upcoming versions of the other packages, ignore github action errors, release one package, then can rerun actions for the other, release it, and go back and rerun actions in first package. A better solution would be welcome.
