I'd like to see a change so that logins fail if the .pppauth directory
doesn't exist in a user's home directory.  The otpw package has this
behaviour when users haven't generated their passcodes.

Implemented in 0.2.4 as "enforce" option. Needs some tests, yet this requires 
some
other means of creating passcodes for users as theirs ssh logins will be 
blocked. Can
be generated over http, or by root.
