Combine several plugin concept topics as a single concept:

dev_ref/plugin-creating
dev_ref/plugin-benefits.dita
dev_ref/plugins-overview
dev_ref/extending-the-ot

These should be a single parent (dev_ref/plugin-creating) for the generic creating plug-ins information.

Some of the info in dev_ref/extending-the-ot can be dropped or rewritten:

Info about the PDF customization directory (if kept at all) belongs only in the PDF topics.
Keep info about passing an XSL override as an alternative to creating a plugin.
Revise the advice about editing DITA-OT code directly to more emphatically and briefly state DON'T DO THIS.
