[jvm-packages] Distribute Spark jars for common architectures. #3396

I think we should setup some CI to distribute jars for common architectures to maven. (And create something over at https://spark-packages.org/.)

Currently the only thing in maven is from Wikipedia. https://mvnrepository.com/artifact/ml.dmlc/xgboost4j-spark

This has been discussed before, but not really in the context of Spark, so I think this issue stands separate.

I have uploaded pre-built version to github-based artifacts repo, and maven central would be available soon (I am cleaning up some stuffs)
