The default genesis.json should be defined in the code, so that user could deploy DogeChain-Lab jury nodes and join in network more easily.

Network is also needed to be defined, and separated from each other instead of confusing our users.

By the way, node upgrade module is heavily depend on the pre-defined network and Genesis block hash.
