Integrate Drag Meta for Virtual Scrollbar

Enhancement

We can use the Drag Meta Provider to render a scroll bar. The grid will provide the scroll bar with information about its viewport (starting position and number of visible rows) as well as the total number of rows that may be rendered. The scroll bar will inform the data provider (or a light wrapper) of relative changes in scroll position.
