Can anyone help me why we need this role for system account

Error: Error creating Service: googleapi: Error 403: Permission ‘iam.serviceaccounts.actAs’ denied on service account fourkeys@cloudtestkti-test-25bd.iam.gserviceaccount.com (or it may not exist).
