Open Control Panel on Windows, go to System and Security then click on Windows Defender Firewall.

Click on Advanced settings on the left panel, and this will open up a window:

Once this opens, go to Inbound Rules and find usbipd, which will be displayed in the middle panel of the window:

Click on it, then click on Properties:

Go to the Protocols and Ports tab, and change Local port from Specific Ports to All Ports.
Try using the tool now, it should work just fine!

Tried, can't find usbipd in the list
Create it, add specific port of 3240, apply, done.
