Currently they are failing to get the latest update

I think I will need to add a check for the vs manifest generation too.( we already have a flag, need to reuse it to skip sbom generation) I'll run some test to make sure.

Seems related to #9325 as FSharp also has multiple subcomponents contributing to a single component - https://grep.app/search?q=VisualStudioInsertionComponent%3E&filter%5Brepo%5D%5B0%5D=dotnet%2Ffsharp
