Blazor (server-side) live reload not working #10206

Describe the bug

When starting the default template with CTRL+F5 behind IIS, the live reload feature is not working. After saving the changes in VS, Blazor detects the disconnect correctly by printing "Attempting to reconnect to the server..." but instead of refreshing the website it prints "Failed to reconnect to the server."

To Reproduce

Steps to reproduce the behavior:

  1. .Net Core 3.0.100-preview5-011568, Visual Studio 16.1.0 Preview 3
  2. File > New Project > Blazor (server-side)
  3. Hit CTRL+F5
  4. Change content of H1-Tag in Index.razor
  5. Save changes

Expected behavior

The website should reconnect to changed website.

That pre built feature is actually trying to reconnect in the scenario where you have network connectivity issues and you want to reconnect to the same server instance that still has your state.

You are talking about a scenario where the server has restarted and no longer has the client's state. I don't believe there is any good story yet about handling this. I tried to get browser-sync working but couldn't.

I believe there is a issue about Hot Module Reloading somewhere but it hasn't been completed yet.

Thank you. I think missunderstood that this feature is not used for live reloading during development, as stated in https://github.com/aspnet/Blazor/issues/1428#issuecomment-422138526 a manual refresh is necessary.
