Part of #5192

This tracks formatting work for Razor specific constructs like @{ @code etc. This is separate from formatting the content of these blocks (which will be done by our C#/HTML formatting support).

This can also include trimming trailing whitespace that wasn't removed by HTML/C# formatters.
