Epic #8829
Split from #7815

We should support the Pipe Goodness on IIS. @jkotalik believes this to be as simple as flowing the Pipes we already have through the feature.

Closing this as we're not able to get the unified experience with corefx types that we want for 3.0. We will revisit later!
