In order to help diagnose dotnet/runtime#100424 We have manually reverted the version of the build.ubuntu.2204.amd64.open image to version 2024.0315.064012.

While investigation is ongoing, we need to fix this back after any automated deployments.

Once investigation is over, we should let this image float back to the latest version.

We have not seen instances of the issue since the latest updates in dotnet/runtime#100424. The image is back to using the latest version.
