I've read in some GitHub issue comment (that I sadly can't find any more) that C# 8.0 is only officially supported in .NET Standard 2.1 and .NET Core 3.0 because of the new framework types it requires for some of its features. Also, older target frameworks don't use C# 8.0 by default (see C# language versioning). I think it would be good if that would be documented on this page too.
