Describe the Problem

Noble images are failing to build on our CI machines due to https://bugs.launchpad.net/ubuntu/+source/tar/+bug/2059734.

Describe the Solution

Continue investigating the issue above and add Noble arm32 images once a solution or reasonable workaround is found.

[Triage] We've made some progress on the arm32 issue investigation - it appears to be an issue with using Docker's arm32 -> arm64 kernel emulation. Since this is an infrastructure problem and not an issue with the Noble images specifically, it shouldn't block shipping the Noble arm32 images. We can work around this by extracting the .NET archives on Jammy for now. We'll add the images with #5181.

These images are now blocked on dotnet/runtime#101444.

The blocking issue is now resolved. Do we plan to release Arm32 images for Preview 5?
