Cannot create user while using InMemoryDatabase

To Reproduce

Steps to reproduce the behavior:

1. Using .net core 3.0 preview7
2. dotnet new mvc -au Individual
3. Replace Microsoft.EntityFrameworkCore.Sqlite to Microsoft.EntityFrameworkCore.InMemory
4. dotnet run
5. Register a user
6. See error

Expected behavior

User should be created successfully

Actual behavior
