Public docfx allows filtering out APIs marked with a specific attribute. We can do this to keep out members annotated with [EntityFrameworkCoreInternal], assuming that works.

See proposed docfx change to do this (but against the wrong repo) in dotnet/EntityFramework.Docs#3033.
