Implement automated dependency flow using darc for 3.0

We should implement automated dependency flow. This would replace using dotnet/versions and this script: https://github.com/aspnet/Extensions/blob/master/eng/scripts/UpdateDependenciesCoreFx.ps1. It will also make it possible to automate updates from this repo into upstream consumers, like EFCore and AspNetCore.
