Did the reference assembly work get deprioritized?

I will merge the compiler changes shortly (had some problems with merge conflicts and random test failures), but the rest (FSharp.Build, MVID work) is a lower priority right now.

I see that "Write a PERFGUIDE for testing performance of changes to compiler/FSharp.Core" was ticked, but I can't find any PERFGUIDE in the repository. I was expecting to find it at the root of the repository next to DEVGUIDE.md and TESTGUIDE.md. Is this document available anywhere?

Sorry, I should've mentioned it. I, instead, added some guidance on how to benchmark FSCore and FCS to the DEVGUIDE.md.
