Unwind changes made to temporarily unblock the .net 9 codflow

Post-GA changes:

• 8.0 template packages were hardcoded to an RC2 version (see
• Runtime packs hardcoded to RC2 versions (see _NET80RuntimePackVersion)
• DefaultRuntimeFrameworkVersion for net8.0 should switch to 8.0.0 upon GA

• An 8.0 runtime install was added to global.json and sdktests.csproj <-- still in sdktests.csproj
• rollforward added to sdktests.csproj
• Tests were rewritten to target currentTfm <-- going to leave this in place
• Skipped the aspnet core run tests as aspnet apps are broken
• Disabled trimming/singlefile tests (TBD)
• All templates are still targeting net8.0
  • update templates in their respective repos to 9.0 <-- confirmed done for WPF, aspnet, and sdk. Tracking test as a separate item below
  • Update the bundledtemplates.targets to use the new templates

Everything is complete except for the items that need the .net 8 GA and those that need .net 9 containers to exist first.

All planned work is done. 36160 will track the container test item, source build will track the prebuilt item, and the last item we won't unwind so it's already in place for next year.
