We have a lot of SwipeViews where we have to switch swipeability. One example is, when you have a list of items which are multi-selectable. In this case you would not want to have the items bulk-editable and the swipe items active at the same time. |

Description
Currently, the only way to disable swiping on a SwipeView is to set the IsEnabled property to false. However, disabling the SwipeView has other consequences such as disabling gestures on all child views of the SwipeView.
The changes in #18995 broke some functionality in my app due to this limitation in SwipeView. I had a shared view that was wrapped in a SwipeView, and in some cases I was setting IsEnabled to false on the SwipeView to prevent the swipe action. With the changes in #18995, gestures on the child controls of the swipe view stopped working when the SwipeView was disabled.
A simple solution would be to add another bindable property to SwipeView that can disable swiping without disabling the control.
Public API Changes
Add a new CanSwipe property to SwipeView with a default value of true. Maintain the same behavior where setting SwipeView.IsEnabled also prevents swiping.
Intended Use-Case
Adding another property to SwipeView would provide a way to prevent swiping without disabling the control and all child controls.
