21 failures, seems pretty consistent. Currently dotnet/corefx#1 reason for failed test.

multiple flavors of FileShareDeleteExisting, FileShareDeleteExistingMultipleClients and FileShareDeleteNew

This may be related to #27958 but of so, tests should be updated or disabled.

Need to validate this on 1903 to see if the behavior of delete has actually shipped.
