This is mirror of identical issue on iOS:

The implementation of PKCS#12 certificate loading ignores the flags passed to the constructor.

Code reference:

ICertificatePal[] certPals = ReadPkcs12Collection(rawData, password);
return new AndroidCertLoader(certPals);

@mdh1418 This should be a similar fix as iOS.
