Enable test Inbox_version_of_assembly_is_loaded_over_applocal_version once framework deps.json has runtime file versions

#2118 fixes #1847, however, the end-to-end scenario still doesn't work because the Framework deps.json file needs to also have these values. Once that happens, we should enable the end-to-end test which covers this: Inbox_version_of_assembly_is_loaded_over_applocal_version

Turns out there's not an easy way to test this, as the --fx-version argument to dotnet doesn't result in the same roll-forward behavior that would happen if the targeted runtime was missing. See https://github.com/dotnet/core-setup/issues/4146.
