address the return of risk_concentration when the basic rpp algorithm is used #19

As per @dppalomar overhaul:

In the help of our rpp function, it says that it will return:

risk_concentration

However, if the basic algorithm is used, then that is not there. It should be with a zero, I guess.
Also, then that is returned, it is a 1x1 matrix, and it should be a scalar...
