country_code is wrong for this record In the state data.

ORIGINAL -> 4885,"Tai Po",98,KH,"Hong Kong S.A.R.",NTP,district,22.45085000,114.16422000
CORRECT -> 4885,"Tai Po",98,HK,"Hong Kong S.A.R.",NTP,district,22.45085000,114.16422000
