Describe the bug
Windows Toggle Buttons(Minimize, Maximize and Close) are not visible but working in some apps like default files, settings in Ubuntu 24.04

To Reproduce
Steps to reproduce the behavior:

  1. Apply theme as we do normally
  2. Logout and Login
  3. Open Files App
  4. Check Toggle Buttons
