Store gateway logs in ~/.dstack/gateway.log #1666

Currently, to see gateway logs, one must use journalctl / systemctl and know the name of the systemd service. It will be a lot easier to check logs if they are stored in ~/.dstack/gateway.log (similar to how we store them for the shim.

Closing this as it's better to implement it via #1673
