company debit/credit card with spending limit (or top-up-able)

As a member of the DWYL team I need to be able to make discretionary purchases ...
However we cannot give everyone access to the "main" DWYL bank account because if the card was ever lost/stolen it would give "bad people" access to all our capital! 💸

Requirements

• credit/debit card with a low spending limit (but which can be raised for specific planned purchases)
• keep track of expenses using an app or (preferably) API
• ability to segment expenses by the person (card number) so that multiple people can have their own company expenses card.

So we need to:

• investigate the options for a bank account that allows us to have one or more "company" debit/credit cards
• investigate if there are to-up-able debit-cards we can use which allow tracking of expenditure in an app
