Turns out 9xxx isn't good. Select some other port range (ask on Slack what range is good). Avoid range that covers ports we know are used by software we deal with often such as ipfs, http, webpack-dev-server, storybook.

Is 68xx an example? Or is 68xx the desired range?

The goal is to move everything to the 94xx range, probably with each getting its own "block" of ten.

Eg, signal 9400-9409, app server 9410-19, api 9420-9429, ..., wns 9470-9479, etc.
