documentation: Network library cleanups

* Link more references by changing ``foo`` to :class:`foo` etc.
* Replace some Windows-centric text.
* Replace non-ASCII characters (which are difficult to type and read) with
  their ReStructured Text ASCII equivalents.
* Fix :macrocall: RST markup
* Minor grammar fixes.
