Vehicles getting stuck 'boarding'

Public transport vehicles are getting stuck just saying 'boarding' at stations whilst I have rush hour on. So far I've had it happen on metros, on trains and on buses.

Not every vehicle does it every time. Seems to be pretty random from what I can tell.

If I remove rush hour everything works as it should, and theres no issues with any vehicles getting stuck.

I had improved public transport 2 on, but swapped it out for Transport Lines Manager and the issue persists.
