Remove org.apache.commons.logging workaround after upgrade to Eclipse 2025-03 R

• The origin problem was the side installation of a broken version of org.apache.commons.logging as described here: SimRel 202409: Incompatible org.apache.commons.logging versions eclipse-orbit/orbit-simrel#40
• As a workaround, I forcefully removed the broken version in our CI builds with this PR: fixes/removes broken org.apache.commons.logging plug-in #131
• SimRel 202409: Incompatible org.apache.commons.logging versions eclipse-orbit/orbit-simrel#40 (comment) and Add a negative requirement to exclude bad o.a.commons.logging version eclipse-packaging/packages#270 seems to resolve this problem for the Eclipse 2025-03 R version (and newer)
• As a result, my workaround in fixes/removes broken org.apache.commons.logging plug-in #131 should be removed after I upgraded the Eclipse version to 2025-03 R.
