configurable filter for launcher

For some installations it is desirable to have a config option that allows to filter the list of apps that is displayed by Launcher.

Would be an option to be configurable by admins.

Just to make sure I understand correctly: The full single-page-app will be installed in db, but admins could configure that e.g. guest doesn't see the package-manager after login?

well besides that guest doesn't need to login ;) yes.

The view will be the same as before - when not logged in you see launcher. Only if you got admin access the drawer panel will be loaded and shown. Thinking about additional roles for packagemanager and usermanager.
