projects published in ingest but not in dcp

Using the tracker from dave, we've found a couple of projects that are listed as TODO while on ingest we've exported them successfully. Some of them have some trivia in slack revealing their history (for example soft deleted but never re-submitted) while others are not referenced anywhere, even in the dcp import form spreadsheet.

After checking DOIs in CxG few of the publications had collections that linked back to a different project uuid:

A couple of years ago, a request was made to lattice team, to create ingest projects for all the projects they're working on so we could avoid overlap between those. Once they wrangle the project and they export, they don't use the same project uuid since they have other infrastructures to ingest.

That's one reason for some projects to be listed as published but without submission and uuid is not in DCP.
