In my openhab on restart error appears. One rule is not initialized. When I edit and sava eit in Paper UI it starts working.

OH version? What is the rule (if you built in the UI, you'll find it in $OPENHAB_USERDATA/jsondb/automation_rules.json)? This issue should also be reported in openhab-core (OH does not use ESH any more), but I suggest first reporting this in the forum.
