Update all languages plugins to latest VS Code extensions #13521

Check for newer versions of the VS Code extensions and update & test if available. While we're at it, give reasonable defaults for the sidecar memory size for all versions of the plugin that are going to be used post GA (I believe that would only be the stuff in the v3 folder)

@JPinkney I think you mixed up the memory settings for xml and yaml in the table. Can you check?
