Is your task related to a problem? Please describe.

React based dashboard has it's own page for opening a workspace, so, after AngularJS dashboard is fully deprecated, it's needed to deprecate workspace loader as well since it won't be used.

Its usage is supposed to be fully removed from Che and CRW. The last piece - archive repo https://bugs.eclipse.org/bugs/show_bug.cgi?id=571922
