Is your task related to a problem? Please describe.

Our Java stack in Che is currently out of date. In the registry we 0.69.0 and the latest version is 0.76.0 at the time of this writing.

Describe the solution you'd like

Upgrade the following plugins:

  • Java (and it's dependent extensions like debug, test runner, etc.)
  • Quarkus

Describe alternatives you've considered

N/A

Additional context

Semantic highlighting issues should also be investigated as part of this work, though it's not a blocker: eclipse-theia/theia#9058
