Sometimes workspace status is not updated after workspace is stopped

Describe the bug

Sometimes workspace status is not updated after workspace is stopped:

Che version

• latest
• nightly
• other: please specify

Steps to reproduce

1. Create and start a workspace.
2. When it's running remove it from Workspace List.
3. Create and start another workspace.
4. Try to stop it.
5. Check request is successful but workspace is RUNNING (even not STOPPING)
   
   ^ without refresh of tab switching it's not possible to remove it, since it's fake RUNNING.

Expected behavior

Workspace status is STARTING and eventually RUNNING.
