Is your task related to a problem? Please describe

Currently, there's an empty devfile in the Che-IDEA repository. It doesn't allow Che-IDEA development in Che.

Describe the solution you'd like

Need to make a devfile that would enable Che-IDEA development in Che.
A devfile should provide a development container with the tools and commands (build and run) required for developing the IDEA's Che plugin.

Issues go stale after 180 days of inactivity. lifecycle/stale issues rot after an additional 7 days of inactivity and eventually close.
