See Bug 579440

The presence of

	<attributes>\
		<attribute name="test" value="true"/>\
	</attributes>

in .classpath inhibits exports.

Probably can just strip the .classpath for now, but until Bug 579440 is fixed will need to keep stripping if they appear again.
