Bug Description:

Following #12699, there is an issue with our workflow file for our publish github pages action which prevents our typedocs documentation from being published:

Invalid workflow file: .github/workflows/publish-gh-pages.yml#L7
The workflow is not valid. .github/workflows/publish-gh-pages.yml (Line: 7, Col: 3): The workflow must contain at least one job with no dependencies.
