Is your task related to a problem? Please describe

Each time the user starts a workspace Che-IDEA shows the welcome page. It requires the user to do extra steps to open the /projects folder.

Describe the solution you'd like

By default, Che-IDEA should open the /projects folder automatically, without the required extra steps in the welcome dialog.

Additional context

We used to have it for the openVNC-based Che-IDEA che-incubator/jetbrains-editor-images#10.
I suppose, last_opened_file_path setting is what we need.
