For the current GH actions to run, it requires login to GH packages via an administrators token.

Update: Since we're now moving to a model where admins all have access to the same fork this issue has become less important

Is it OK for me to try to switch this over to DockerHub instead of GitHub docker registry? I think it'd be an easier fix after doing some poking around...
