Seems it is almost doable without servers, except discovering. What's needed is hyper-sdk and hyperdrive.

For the signaling part, a mimimum solution is a signaling server and a proxy server described here.

Seems also that multiwriter may be a thing in the future which can be good for collaborative search engines.

Too many moving parts for now. Will look into Webtorrents to get something going.
